"The base information for the structural indicator is the amount of municipal waste generated, land filled and incinerated per year. The amount of municipal waste generated consists of waste collected by or on behalf of municipal authorities. » [...] The term ‘municipal' is used in different ways in the separate countries reflecting different waste management practices.
